No, Exos cannot be reconstructed and have never been rebuilt. The legend explicitly indicates that they are so sophisticated that no one completely knows them anymore since their technology is deemed forgotten; even ghosts have difficulty understanding them. And, from what I gather, the reboots aren't caused by rebuilding; rather, they're caused by catastrophic flaws that need them to be restarted in order to work correctly. So just recreating them does not seem to be an option. While their bodies may potentially be recoverable with a sufficient knowledge of their workings, once the mind is dead, it is gone and cannot be brought back, only having a new person's ego implanted, but that technology seems to be lost as well. Regardless, the latter is just a personal idea, but I'm pretty convinced that the reboot number has nothing to do with being rebuilt as a whole, merely restarted, and perhaps barely mended at most. After Ikora stated that all of their Skyline Defense Systems had been compromised, Cayde claimed that the communications system had also been failing. Ikora then announced that the satellites of the Last City were reporting nothing, which Cayde thought was wonderful until she reminded them that they were reporting nothing since they were no longer there. Then, from the storm clouds that surrounded the Last City, a vast Cabal fleet appeared and launched scores of missiles towards the Tower. Cayde used his Golden Gun to take out many of them, but Ikora whisked him into Zavala's Ward of Dawn just before falling rubble crushed him. [26]
