Shisui, like Itachi, was able to call a swarm of crows to help him in combat. While it may not seem to be much, we can see that it was a highly beneficial method for Itachi. It may be used to feint and fool the opponent, and Shisui, who is very adept, must have been able to employ it on the same level as Itachi. Chakra No. 9
Itachi subsequently explains why he did what he did for the sake of his tribe and his younger brother. The shinobi and Anbu Captain made immense sacrifices, yet only a few people know who he really is. He's one of the most intriguing and misunderstood characters in the "Naruto" tale, and in the world of anime in general, and here is his undiscovered story.

With what we know about Shisui at this stage, it's difficult to draw any conclusions. For the time being, I'm going to argue that any of them may be stronger than the other, but I also believe that Shisui's death has allowed Itachi plenty of time to "catch-up." So, till further notice, I'm siding with Itachi.
