Dang It, Guide! : The Cardinal animal orb from the Industrial castle level is required to get the Beholder. They must next go to the Full Moon stage with the Cardinal animal orb, after which the Cardinal must locate the key weapon. Then they must equip the key sword, walk to the animal ark, go to the rear of the chamber, and use it on (read: assault) the locked door to unlock it, then proceed inside the suddenly open room, where the Beholder is just sitting. Nothing in the game expresses any of this explicitly.
